Use a bounded implementation to answer the scale decision

6–8 week ward pilot: imagery/basemap, sample survey, register reconciliation, dashboard and revenue-gap estimate.

  • Confirm data, geography, users and workflow: What is the assessed vs estimated property universe? How old is the base map? Which systems hold tax and building data? What is collection efficiency by ward?
  • Configure Mappls Citizen Service Map for the selected role set
  • Run baseline and intervention scenarios with real stakeholder reviews
  • Evaluate agreed criteria: Coverage >95% in pilot; agreed match rate; verified exception list; revenue potential accepted by Revenue; production DPR and budget owner identified.
  • Package production scope and commercial model: Survey/setup + platform licence + integration/NRE + annual O&M; phase by ward/ULB with milestone acceptance.
